Im just learning this exercise, im using 2 16kg bells.

Should i start with the bells in front of me like i would for swings
Or
Should they be closer to my feet like a barbell would?

I've been using a swinging motion to clean them but I'm unsure whether I should have the bells closer to my feet and hike them up

You're right to keep the bell in front like a swing. It's pretty much a swing but your elbows stay pinned to your side and you guide the bell to the rack.

Yeah thats what i thought, ive watched a few films but they all do it slightly different

The bell is hitting my forearms so from what i can gather i need to keep it closer to me is that right?

Yes, you need to "tame the arc" and move around the arm rather than flip over. Remember the clean is a smooth but quick lift.

Try to focus on pulling your elbows back as you drive your hips forward. That has really helped me.

I read a post earlier that said imaging doing up you zipper on your coat, that actually helped me too.

Do a swing-style clean unless you have a reason to do otherwise.
