Bodyweight Do I need caloric surplus for CNS development??

Does the development of CNS such as rate of force development, still need to be treated like a muscle building process so that i need to be in caloric surplus??

I'm trying to lose some fat now so i'm in a slight caloric deficit so i'm not expecting any muscle gains (hopefully I'm not missing any), but i wonder if i also should not expect any CNS development through plyometrics and heavy liftings such as jumps, sprints, swings and squats

Can I still develop rate of force for explosive movements while I'm in slight caloric deficit??
If not, how do you guys would train to be more athletic while fat losing phase??

A little, but not a lot. You're still doing more and still going to burn some more calories, but mostly no, you don't need to revamp your eating completely.
