Bodyweight Shoulder packing in dips

Is shoulder packing essential in dips like in overhead and bench presses? I expect "yes", but this very much restricts the range of the movement - like doing partials. Mostly what I see, people are shruging the shoulders when dipping down, which seems very natural but probably a wrong way.

Any comments from experienced athletes?

Yes it is because it protects the neck.

On this video (tutorial for muscle up) you'll see that shrugging is not necessarily essential
