Do you not test an all out set of swings with a lighter bell until you can swing the 32kg? Maybe I'm just having a brain cramp or missing it in the book. I thought earlier in the book somewhere it says to test every 2 weeks. But toward the end of the book it says don't do it until you own the 32kg.

Every two weeks you will test your readiness and your spirit, and push the pedal to the metal with a non-stop, all-out set of swings.

Non-Stop Swing Testing

S& S does not provide you with a program to maximize your non-stop swings numbers. It throws you to the sharks without specific preparation. Naturally, you need your cardiologist’s approval. Every two weeks take a kettlebell one or more sizes lighter than the one you are currently swinging. Pick a swing variation— two-arm, one-arm, hand-to-hand, mixed— and enjoy the pain. Do not introduce non-stop swings into your training until your normal training weight is 24kg if you are a woman, or 32kg if you are a man. You have no business pushing yourself “beyond the interval” until you have this much strength and experience.

10. Every two weeks take a kettlebell one or more sizes lighter than the one you are currently swinging, and do as many swings as possible without setting the bell down. Pick any swing variation— two-arm, one-arm with multiple hand switches, hand-to-hand, mixed. Any rep that does not fulfill every one of the swing
standards is a no-count. After a brief rest, do your usual get-ups. Do not introduce non-stop swings into your training until your normal training weight is 24kg if you are a woman and 32kg if you are a man.

So yes you're correct that earlier in the book he just speaks of a non-stop test every 2-weeks.
Although if you look at the positions of the statements I quoted (Pos 130 vs Pos 1400), you'll see that the first mentioning of the non-stop swings is at the beginning of the book. It's still the introduction and as we all know from school ;) in the introduction you give a quick, brief overview of the topic and then explain it in more detail later.
This is exactly what's happening here.
The takeaway from that: Non-stop swings only after you constantly work with the 32.***

***Note that this doesn't mean owning the 32 or having reached Simple. Depending on the person it can take weeks or months to go from "training with the 32" to "owning the 32".
You introduce the non-stop swings as soon as you start doing all 10x10 swings with the 32.
