Whilst this is a very old statement who was the first to apply it to strength?

Currently someone I know is claiming its Charles poliquin. Personally I am saying it was decades earlier - either Don Miller in late seventies or Fred hatfield. Anyone know when Fred hatfield originally stated this?
 
Such a cool statement. I thought it was Gray Cook, but it makes sense that it came before. Everything in fitness seems to have been discovered and rediscovered.
