Strong Endurance Plan 261 Clarification

In the Strong Endurance Manual on the bottom of Page 151
the table at the bottom has Week 1, Wednesday written as:

10/7
every 2 min

I read this as "10 reps/7 sets every 2 minutes".
I'm guessing this actually means Perform 10 reps every 2 minutes and repeat for a total of 7 sets.

10 reps every 2 minutes / 7 sets.

Can anyone clarify?
