Other/Mixed Slowness through HIIT?

My take is that HIIT might involve maximum or near maximum levels of effort, but not maximum speed. You are always TRYING to go as fast as possible, but since your work intervals are too long and your recovery intervals are too short, you CAN'T actually go at your full maximum speed, only the fastest speed your tired a#@ can manage at the moment.

A HIIT using burpees is a max effort for instance.
