To echo what @GeoffreyLevens wisely said, gaining these additional inches is almost a specific training. I used several options
> partials (neck and head get down lower than the shoulders, but only a little, to be able to then getting up)
> slow negatives
> kettlebell press (because weight will be scalable)
I mainly used partials and kb training.
Otherwise, according to this article: How to Double Your Kettlebell Press in 6 Weeks Without Touching a Bell a standard HSPU (so "partial ROM") with very high volume may also get the job done.
