I think that's Sig Klein.

Leroy Colbert a silver era bodybuilder and know to be the first man with 20” arms said that many photos of bodybuilders and strong men were taken in the nude. It was magazines that put fig leaves and coverings on the photos because a segment of the male population was getting their hands on them. Leroy was a great bodybuilder, unfortunately he had a motorcycle accident and injured his leg. Personally I think Leroy looked better than Sergio Olivia.
